G.E Hudson River PCBs
The Hudson River flows 315 miles, from Lake Tear of the Clouds in Adirondacks, all the way to New York Harbour. It used to be teeming with PCBs, but is now cleaner than ever, thanks to government pollution regulations. Parks and recreational areas are replacing the factories and warehouses on the river’s shore. Polychlorinated biphenyls (PCBs) were the main pollutant of this river. PCBs come in 209 distinct chemical mixtures and are used in electrical equipment, carbonless copy paper, newsprint, caulking compounds, and other everyday products found in homes and businesses. General Electric was the largest contributor of PCBs to this waterway. They never manufactured the PCBs themselves, but bought them from other manufacturers and used them for over 30 years in the production of electrical capacitors. Over this long period of time, extremely high amounts of PCBs seeped into the water, causing a lot of pollution. At that time, G.E.’s use of PCBs was completely legal. They weren’t breaking any laws. They held all the valid permits, including those under the Clean Water Act. PCBs were discharged into the river along with industrial wastewater and sewage through discharge pipes that ran from the plants to the river. In the late 1970’s, a major dredging project was advocated by New York State. The goal was to reduce PCB levels by removing sediments from the Thompson Island Pool and areas south of Troy. The state planned to bury the retrieved sediments on nearby farmland, but this was illegal. A second dredging project was proposed in the 1980’s. This one focused on the most concentrated PCB areas. But the PCB levels were not declining as fast as they thought they should be. The collapse of the Allen Mill was to blame for this. The Allen Mill was a structure built on the edge of the Hudson River below G.E.’s Hudson Falls plant site. A wooden gate on the mill collapsed, releasing a large amount of material into the river. This material included PCBs. PCB level had risen for the first time in years. Actions were quickly taken to clean out the mill, but the damage had already been done. Millions of gallons of contaminated water had to be removed to be treated. This site is no longer an active manufacturing facility anymore. G.E. has been working on a clean-up program in this area since 1992. More than 131 tons of PCBs have been removed. The river is finally available for people to enjoy.
